I say this and my immediate thought was "what is the non members forum for"? Is this like for people who might want to join epoch?

Yes! It's for people that don't have accounts but want to comment, ask questions, etc. In Epoch Toronto this was even more important as there was a membership fee (insurance purposes) that needed to be paid in order to use the boards and for events to be cheaper for the individual.
